Dr. Jude Lubega to lead SIRCA II project

Dr. Jude Lubega has been appointed the Programme Collaborator for Strengthening Information Studies Research Capacity Alliance (SIRCA II). His appointment will run from January 2012 to December 2013. The SIRCA II programme aims at building research capacity among emerging principal investigators based in the Global South. As the Programme Collaborator, Dr. Jude will mentor the young Principal Investigators (PI) to undertake projects won under the IDRC.

This is great opportunity for Dr. Jude to be recognized by SIRCA as an asset in mentoring young PIs and he will be in charge of a project in Senegal. Dr. Jude is currently the Ag. Chair, Department of Information Technology, the Makerere University Coordinator for the Pan-African e-Network project and the Chair - Annual International Conference on Computing and ICT Research (ICCIR).


Mafuta Go, a mobile application developed by a group of students and alumni from the School of Computing and Informatics Technology (CIT) has emerged first runner up at the Premier Mobile Awards in Barcelona - http://www.mobilepremierawards.com/winners/. The students were represented by Ms. Christine Ampaire (Bsc. Software Engineering, Year 2) who presented Mafuta Go at the Barcelona Mobile World Congress 2012 (http://www.mobileworldcongress.com ) to a panel of international jurists. Christine and her team developed Mafuta Go, a mobile application that helps motorists locate the nearest petrol station with the cheapest fuel and associated car services like washing bays during the Garage 48 event that was held in Uganda in September 2011. Mafuta Go was selected by a team of experts to represent Uganda at the Mobile Premier Awards 2012 hosted by App Circus . The team was mentored by colleagues and partners from the industry.

Ms. Christine Ampaire is one of the Google Student Ambassadors for Makerere University and the World bank WaterHackerthon Ambassador for Uganda.

Thank you for loving me € Mabel Atemo

€œThank you for your love and support, that even amidst all the hard economic times, you still find it in your hearts to love me. This is truly humbling and God will reward you all,€ said Mabel Atemo as she received a contribution from the College of Computing and Information Sciences (CoCIS).

Through donations from students, staff and friends of the College among them, Eng. Charles Wana-Etyem, the chairperson Makerere University council, Prof. Waswa Balunywa, the Principal-Makerere University Business School (MUBS) and many others, a total of sh,2,252,000 was raised in cash.

Speaking while handing over the money to Mabel on Monday 27th February, 2012, Prof. Ikoja Odongo, the CoCIS Principal urged the government to set up a Special Fund to specifically cater for the medical bills of patients like Mabel. €œCases of heart diseases, kidney diseases and other ailments are on the raise, the government needs to quickly come to their rescue through a special fund that can be administered by the national medical board,€ he said.

Ikoja thanked the students, staff members and other well-wishers for contributing towards Mabel€„¢s medical bills. He also thanked Mabel for her fortitude that has seen her persevere even when she is weak.

The students, led by Michael Mutumba encouraged Mabel to continue having a positive attitude, adding that the whole student community was praying for her.


NFT Consult Ltd sets up Career Development Centre at CoCIS

The College of Computing and Information Sciences has signed an MoU with NFT Consult Ltd (www.nftconsult.com) to set up a Career Development Centre at the College. Mr. Michael Niyitegeka the College€„¢s head of Corporate Relations, said the Centre, located on Block B, Level 6 is an intervention intended to help equip Makerere University students with skills that prepare them for the industry.

€œPart of the feedback that we have received from the industry is that our students lack the basic skills to enable them go past the interview level,€ he said, adding that, €œit is therefore envisaged that this Centre will go a long way in enabling our students become competitive in the market.€

Among other things the Centre will provide:


  1. Administrative assistance to the university to organise career fairs.
  2. Expert advice and guidance to students that will enable them to interpret/understand and respond to job advertisements.
  3. Sessions on CV and cover letter writing skills as well as enhancement of verbal and written communication skills.
  4. Help for final year students for future job application processes and equipping them with appropriate interview skills.
  5. Students with a better understanding of the more practical side of employment through talks and seminars from professionals from various sectors.
  6. Ways to encourage and engage more employers to participate in the internship process.


As part of its first activities, the Centre on Friday 17th February, 2012 hosted Mr. Emmanuel Katongole, the head of IT in the Ministry of Finance and Ms. Susan Namuganyi, a drilling engineer for Tullow Oil, both of whom inspired the students to not only focus on achieving high academic grades but to also build their social skills and contacts as they will also go a long way in helping them get gainful employment.

The Centre, run by Miss. Sifa Porter will hold the Career Talks fortnightly. NFT Consult Ltd, is a Human Resource Consulting Company with its headquarters in Kampala and offices in Rwanda, Burundi and Tanzania.


With effect from 1st March, 2012, all Cisco academies in Uganda are supposed to adopt a new operating model € the Open Model. €œThe new model, as opposed to the previous hierarchical model allows the academies to choose where to get services conveniently and at competitive rates,€ said Drake Patrick Mirembe, Head of the Centre for Innovations and Professional Skills Development at the College of Computing and Information Sciences (CoCIS). Drake is also the Cisco Legal Main Contact for Uganda€„¢s regional academy.

Drake added that the new model brings Cisco closer to local academies than has been the case and this implies closer supervision of the training and quality graduates. In the new model, Cisco Local Academies will be referred to as Cisco Academies while regional academies will become Cisco Academy Support Centres and/or Instructor Training Centers. This transformation is aimed at ensuring that the academies have equal opportunities, ensuring transparency and consistency in services delivered and facilitating the formation of collaborations among Cisco training partners.

Drake was speaking during a recent Cisco Quality Assurance Seminar held at the College of Computing and Information Sciences, Makerere University. During the seminar, it was also revealed that all Cisco Instructors will soon undergo a re-evaluation exercise to gauge their pedagogical, presentation and technical skills. This exercise, according to Drake is aimed at ensuring that all Cisco Academies have valid qualified instructors equipped with current and comprehensive instructors€„¢ skills. The qualification exercise will be conducted by the Cisco Technical Area Manager for Africa, Mr. Serges based in South Africa.

During the seminar, the participants discussed the quality assurance metric from each academy. The report, complied by the CoCIS Cisco Academy (which also serves as the regional Cisco Academy), revealed that; most academies lacked updated equipment, a significant number of the instructors were not certified, the academies also lacked a cross-cutting harmonious assessment framework and there was lack of support from the top management in the host institutions especially in terms of availing resources to purchase relevant equipment and enable instructors participate in ongoing professional development courses.

It was recommended that all academies should certify their instructors within two months and if they were to participate in the new model, their instructors will have to be re-evaluated and qualified by the Cisco Technical Area Manager in March, 2012. The academies were urged to adopt the assessment model used by the CoCIS Regional Academy, they should also submit their equipment upgrade plans within one month if they are to remain in the Cisco Network. In addition, the academies were advised to lobby their top management to support their initiatives by coming up with sound operational business plans.

Deborah Natuujuna, the Coordinator-CoCIS Regional Academy, urged the participants to develop work plans and proposals and be ready to participate in the different Cisco initiatives.

During the 2012 academic year, the Cisco Networking Academies in Uganda will conduct instructor training sessions, Instructor Re-tooling, a workshop on communication and pedagogy, student competitions, a school outreach programme and publish one media supplement.

During the same function, three students who participated in last year€„¢s Cisco Netridders Competition for Africa and the Middle East were given presents from Cisco. These were Innocentia Kemigisha, Treasure Nambi and Ann Agweyo. Speaking while handing over the presents, Prof. Ikoja Odongo, the Principal of the College of Computing and Information Sciences, called upon the participants to €œalways seek initiatives aimed at improving their pedagogical skills.€ He encouraged the students to always take advantage of any opportunity to further their career. Prof. Ikoja, who further appealed to the College students who participated in the competition to raise the Makerere flag higher also, encouraged other institutions to borrow a leaf from CoCIS and participate in such international competition as a means of benchmarking the quality of their services.

As part of its initiative to support female enrollment in computer-based courses, the Centre for Innovations and Professional Skills Development (CiPSD) offered Kemigisha a full scholarship to cover her CCNP course while Ann got a 50% discount on any programme she will pursue at the CoCIS, Center for Innovation and Professional Skills Development

The seminar was attended by managers from 12 Cisco Academies in Uganda plus instructors and students from the College of Computing and Information Sciences.


Makerere to carry out a needs assessment for online courses

Makerere University is carrying out a needs assessment in educational institutions within the East African region to establish a mechanism of delivering online educational programmes within the region. This activity according to the University€„¢s Vice-Chancellor, Prof. Venansius Baryamureeba, is aimed at ensuring that the E-learning regional centre, based at the College of Computing and Information Sciences, Makerere University serves the needs of the East African region.

Prof. Baryamureeba was speaking during a function held at the College on Friday 27th January, 2012 to award academic certificates to the first cohort of students who had enrolled for masters and post graduate diplomas offered by Amity University in India in collaboration with Makerere University. These courses are offered under the Tele-Education programme implemented in 2009 as part of the Pan-African e-Network Project supported by the Government of Uganda, Government of India and the African Union.

€œYour achievements today show that online education has a great possibility of offering educational advancement to anyone who has the drive and desire. We, in a humble way ask Government to support us more so that this facility is rolled out in the entire University,€ said Baryamureeba. A total of 44 graduates received certificates and the best four students who displayed great academic brilliance and trounced their counterparts in Africa won medals.

Speaking at the same function, the Minister of ICT, Dr. Ruhakana Rugunda said his ministry together with the Rural Communications Development Fund and the Ministry of Education would soon embark on a programme to roll out enhanced science teaching in rural schools using ICTs. This, he added, would enable the rural poor access quality science teaching and therefore enable the rural poor students to compete effectively with their urban counterparts.

With Makerere University, planning to open up more upcountry-based campuses, the minister hopes that the ICT Ministry and the University will partner to set-up computing and teleconferencing facilities in the various institutions in order to broaden the educational opportunities for the rural communities and improve their development opportunities. Dr. Rugunda was represented by Hon. Nyombi Thembo, the State Minister for ICT.

The Indian High Commissioner to Uganda, His Excellency, S. N Ray Shri, said India€„¢s support to Africa in the area of capacity building programs is hinged on the fact that ICTs can play a major role in harnessing the benefits of globalization for mutual advantage. €œ I hope that the Tele-education programme will provide a foundation stone for human resource development in Uganda and contribute to the country€„¢s economic growth,€ he noted.

The Pan-African e-Network project, which is running in several African countries, is being funded by the Government of India to tune of $117 Million. Under this programme, Makerere University was chosen to serve as the regional center to advance Tele-Education in the East African region. The e-learning center was set up at the then Faculty of Computing and IT, now College of Computing and Information Sciences and it is well equipped for use with a modern video conferencing laboratory. Under this project, a total of 787 students are currently enrolled for various courses offered by Amity University, India and the Indira Ghandi National Open University (IGNOU).


Donate towards a Kidney transplant

Mable Atemo a 2010 IT graduate of Makerere University lies in Mulago hospital on life support as she undergoes dialysis, to rid her blood of impurities. Atemo was born with one kidney, which stopped functioning last December. Since then, Atemo has had to visit Mulago hospital for detoxification (dialysis) three (3) sessions a week at a cost of between shs. 400,000/= to 500,000/= per session.


According to Atemo€„¢s unemployed mother, Yayeri Adiko a single parent, this sum becomes harder to meet as each day goes by. With help from friends and family, Atemo has been able to go for dialysis only twice a week as opposed to the medically recommended thrice. Among the key functions of the kidney is to remove toxic waste products from the blood, regulate blood pressure and control the amount of fluid in the body. A human being has two kidneys but can function with one. The long term solution for Atemo is to have a kidney transplant at a cost of 70m shillings in India. At the moment, she is only allowed to feed on apples, rice, cassava, beans, peas and posho.

€œI have two children. Atemo is the eldest. It is so painful for me to watch her like this. I pray for a miracle to get Atemo a kidney transplant. I cry out to God everyday. People have been helping, but the money has gone into dialysis so far. Atemo lives in pain, she needs help€„¢Ã¢‚¬„¢ explains desperate Adiko.

One can help Ademo by donating a kidney (only for blood group A), contributing towards her kidney transplant or donating some of the recommended food items.

CoCIS graduands @ the 62nd Graduation

A total of 939 students from the College of Computing and Information Sciences graduated on 17th January, 2012 with Diplomas, Bachelors, Masters and PhDs. Of these, 55 got First Class Degrees and Joseph Lutaaya (Bachelor of Computer Science) was the overall best student with a CGPA of 4.80.

The new PhD holders are Benedict Oyo € PhD in Information Systems. Sarah Birungi Kaddu, Hellen Byamugisha and Nathaniel Mukungu got PhDs in Information Sciences.

We particularly congratulate our staff members: Seith Muhairwe and Maureen Twikirize who will be awarded a Masters in Data Communication and Software Engineering and Masters in Information Science respectively.

First cohort of Makerere-Amity students graduate

The first group of students who enrolled for the Tele-Education programmes conducted by Amity University of India in partnership with Makerere University have graduated. A total of 44 students obtained Postgraduate Diplomas and Master€„¢s degrees.

The online graduation ceremony which was conducted in India was held simultaneously in five African countries including Malawi, Rwanda, Ghana and Botswana via Video Conferencing on 16th December, 2011.

Several students from Uganda excelled tremendously in various disciplines walking away with four medals out of the six medals given out during the graduation ceremony. In the Master of Finance and Control, Richard Wasswa, Shiela Kasemire and Daphna Naggayi won Gold, Silver and Bronze medals respectively while Charles Orwothwun won a Gold medal have topped the class Â that was pursuing a Master of Business Administration majoring in International Business.

Mr. Joseph Semwogerere, the E-learning Coordinator at Makerere University, lauded the Tele-Education programme which was sponsored under the Pan-African eNetwork project. €œThis project has not only shown the power of harnessing ICTs in promoting education but it has also enabled several people obtain international degrees at reasonable prices. The students only pay operational costs and are provided with learning materials from one of the best universities in the world,€ he added.

According to Dr. Jude Lubega, the Makerere University Coordinator for the Pan-African eNetwork project, Amity University will offer 20 programmes in the 2012 academic year so more students should prepare to enroll for the different courses.


CoCIS improves safe water access in rural areas

Approximately 20% of water systems in Uganda do not function or operate significantly behind design expectations with failure rate high especially for hand pump based technologies. To improve the functionalist of these water points, the College of Computing and Information Sciences (CoCIS) has designed a mobile application that facilitates the availability of actionable and timely information to the district water engineers who ensure that these water points are functioning efficiently.

According to Peter Wakholi, the lead researcher for the Mobile Telephones for Improved Safe Water Access (M4W) project, they are monitoring 15,000 water points in the districts of Arua, Kasese, Kyenjojo, Kabarole, Masindi, Amuria and Lira. Each of these water points, which include shallow wells, deep boreholes, protected springs and public taps, is labelled with a unique identifier number.

€œThe M4W project uses mobile phones to collect information about the status of the functionality of water points taken at a snap shot of time; data on faults, repairs and maintenance of water points and information on the quality of water obtained during inspection by health assistants,€ Wakholi added. A member of the community can send an SMS stating the water point with a problem and the identifier to 8888. This information is then picked up by the system and sent to the hand pump mechanic who attends to the problem and reports the correction to the system using the M4W mobile phone.

€œWith more funding, we hope to increase the number of districts participating in the project and also spread to other regions within Uganda,€ Wakholi said during a press conference organised to showcase some of innovations at the College of Computing and Information Sciences.

The M4W project started in July 2011 and is being implemented by the School of Computing and Informatics Technology, Water Aid Uganda, SNV Uganda, Ministry of Water and Environment, Sustainable Services at Scale and Local Governments in the districts.

Other projects exhibited to the media included CRIMEX; a crime monitoring tool, the Computational prediction of famine and robust traffic flow monitoring. These exhibitions are part of a weeklong Media Week organised by Makerere University to share with the public the different innovations in its Colleges and the School of Law.
